Position: IDMS DBA  - Project Lead

Location: Remote 

Duration: 12 months+


This position will provide general database management for a large high-profile project whose team brings significant experience along with an “entrepreneurial” or “startup” attitude and approach. Secondary knowledge of MS SQL Server is desirable. The team isa combination of Clemson information technology professionals,   consultants and Department of Health and Human Services staff, and we are seeking individuals whoare highly productive, very flexible, and can work effectively in team environment where ambiguity is common. Team members are expected to contribute with minimal supervision and be self-motivated. The project demands individuals who are strong collaborators, who want to make a positive contribution to the client.

and can understand top-level goals and objectives and drive toward them.

The project will use modern technologies and modern strategies and require cooperative effort among distributed team members.

WHAT TYPES OF STAFFING CHALLENGES OR HEADACHES HAVE YOU EXPERIENCED IN THE PAST?

• Resumes that include extensive details for candidates with limited actual experience. Especially, with candidates who may have worked on “many” projects but were not required to develop a plan/strategy given the objectives.

• Recruiters submitting multiple, clearly unqualified candidates

• Candidates who are adept with technical skills; however, their soft skills have been lacking. By that we mean that sometimes they have not communicated well, have not worked effectively with team members, have not easily fit into our work environment, etc.

• Candidates unable to effectively communicate as part of the interview process.

• Previous experience in health care related information technology, insurance information

technology, Medicaid Management Information Systems (MMIS), Medicaid eligibility,

or social services eligibility, while not necessary, are a plus.

• This position requires excellent communications skills including effective oral and

written communication. If a vendor finds it necessary to substantially revise a candidate’s

resume or add additional or clarifying information at the top of the candidate’s resume,

then the resume is not yet ready for submission and the candidate will likely not be a

SCOPE OF THE PROJECT:

DAILY DUTIES / RESPONSIBILITIES:

The IDMS DBA is responsible for working closely with application development teams,

Clemson z/OS system support staff and the Clemson Database Administrators to provide

IDMS DBA support for application and infrastructure databases.

Duties include:

• Hands-on IDMS monitoring and application support in ways that are consistent with IDMS best practices.

• Collaboration with Clemson’s database administration team to maintain test, staging, production databases and the development of operations procedures for database management.

• Enable and tune IDMS features to optimize the performance of databases in the context of the mainframe environment. Generate and analyze performance data, recommend courses of action and implement best solutions to achieve optimum performance.

• Coordinating with outside entities, including vendors for other systems/services, providers, professional associations.

• Advising development and product teams on best approaches for required data model extensions and/or changes.

• Participate in a 24x7 on-call support rotation.

• Other duties as assigned.

Clemson is seeking an IDMS professional with the knowledge and experience along with

comparable communication and interpersonal skills to enable success on this high-

visibility project.

Environment and Tools:

VB.Net, C#.Net, Java, Javascript, CSS, HTML, JQuery, Cobol, CICS, SQL, TSO, JCL,

ADSO, Assembler, RPG 

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

The IDMS DBA role has four major attributes: Database deployment and

administration leadership, project management skills, people skills, and domain knowledge in enterprise class application development projects. Candidates must display excellence in all 

areas.

• 15+ years of experience with IDMS deployment and operations in a z/OS environment on a z-series IBM mainframe computer.

• 10+ years of experience with IDMS SQL option. Be able to create and support IDMS databases that are deployed using the relational model with SQL syntax. Understand the

implementation of SQL access to native IDMS databases.

• 15+ years of experience with deployment of IDMS security, including security of ADS/O

application structures, IDD and relational database objects 

15+ years of experience with application programming for the IDMS database, both native and SQL, using the COBOL and ADS/O programming languages.

• 12+ years of experience with IBM High Level Assembler on the z/OS operating system.

• 10+ years of experience with IDMS Perfmon online monitoring and report generation.

Additional Skills:

• Understanding of IT development and implementation projects.

• Project planning experience, including effort estimation on technical tasks and resource allocation.

• Strong written and oral communications skills, including the ability to give presentations to project management.

• Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make

correct decisions and the courage to speak out when necessary.

• Willingness and ability to effectively engage with people and organizations  on a continuous basis.

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE)

RACF security knowledge.

• Knowledge of application change management.

• Healthcare industry experience and/or experience managing PHI/PII data

• Medicaid Management Information Medicaid operations experience.

• Public sector experience is a plus

REQUIRED EDUCATION:

Bachelor’s degree in a technical, business, or related field or equivalent work

experience. 

Masters degree is desirable.
