Position Summary
Netmaker Communications is seeking a highly experienced Telecommunications Engineering Specialist to support mission-critical federal voice communications infrastructure tied to U.S. Army Voice Modernization programs. This role focuses on engineering, deployment, integration, and troubleshooting of next-generation SIP-based voice systems, including emergency communications and E-911/NG911 call routing.
The engineer will work closely with Federal Edge architectures, DISA VISP environments, and Army PSAP systems to ensure reliable, secure, and resilient emergency call flow and SIP interconnectivity across defense networks.
This is a senior-level engineering role requiring deep hands-on expertise in VoIP/SIP infrastructure, Session Border Controllers, and emergency communications integration within U.S. Federal/DoD environments.
Key Responsibilities
- SIP & Voice Network Engineering
Design, implement, and support SIP interconnection architectures across federal voice networks.
Configure and maintain Session Border Controllers (SBCs) for secure voice routing and interoperability.
Support policy-based routing for SIP trunks across multiple defense and carrier domains.
Troubleshoot complex SIP signaling issues across multi-domain environments. - Federal Edge & Gateway Deployment
Support deployment and integration of Ribbon Federal Edge gateways in production environments.
Validate system readiness and conduct deployment acceptance testing.
Assist in configuration, optimization, and performance tuning of voice gateways.
Ensure interoperability across DISA, Army, and public safety networks. - E-911 / NG911 Call Flow Engineering
Analyze, troubleshoot, and resolve E-911 and NG911 call routing issues.
Support PSAP integration and emergency call delivery across federal systems.
Work on end-to-end call flow validation for emergency communication systems.
Ensure compliance with public safety call routing standards and operational requirements.
Support emergency call continuity across Next Generation 911 (NG911) environments. - Defense Network Integration
Support integration between VMOD systems, DISA VISP, and Army PSAP environments.
Coordinate technical execution across multiple federal stakeholders.
Assist in resolving deployment issues impacting mission-critical voice systems.
Provide engineering input for Army Voice Modernization initiatives including DISA VISP and Army VMOD systems. - Troubleshooting & Performance Optimization
Perform packet-level analysis using tools such as Wireshark.
Conduct SIP call flow tracing, root cause analysis, and performance diagnostics.
Identify system risks and recommend mitigation strategies.
Support incident response for critical voice network outages. - Engineering Documentation & Validation
Prepare technical documentation for deployment validation and readiness assessments.
Document SIP interconnect designs, routing logic, and troubleshooting procedures.
Support change management processes in a controlled federal environment.
Provide engineering recommendations for system improvements and scalability.
Required Qualifications
10+ years of telecommunications engineering experience
5+ years of hands-on VoIP / SIP engineering experience
Strong experience in SIP signaling, routing, and interconnection engineering
Hands-on experience with Session Border Controllers (SBCs)
Experience in E-911 or PSAP integration environments
Strong troubleshooting skills using Wireshark and packet analysis tools
Active U.S. Secret Clearance (Mandatory requirement)
Bachelor’s degree in Telecommunications, Engineering, IT or equivalent experience

Experience in NG911 public safety communications systems
